Project Update: General Plan 2040 Amendment

This meeting will include an overview of the scope of topics for the upcoming amendment to the Dixon General Plan 2040, to be considered in conjunction with the Harvest Master Plan and Southeast Annexation. Topics include the expansion of the City Sphere of Influence, creation of an Area of Interest/Planning Area, consideration of an Urban Growth Boundary/Green Line, refinement of current General Plan policies, and simplification and streamlining of the General Plan.

Consistent with the California Environmental Quality Act (“CEQA”), a Reissued Notice of Preparation (NOP) was completed and released for a 30-day public review period, beginning on Friday, June 26, 2026, and concluding on Monday, August 3, 2026. The NOP was distributed to the public and interested parties to comment on the scope and content of the significant environmental issues, mitigation measures, and reasonable alternatives to be explored in the Draft Environmental Impact Report (EIR).

The NOP and supporting documents are available for public review at www.cityofdixonca.gov/environementalreviewdocuments. A public scoping meeting on the reissued NOP was held on Monday, July 13, 2026. The EIR sections will be organized into the following topical areas: Aesthetics, Agricultural and Forestry Resources, Air Quality, Biological Resources, Cultural and Tribal Cultural Resources, Energy, Geology, Soils, and Seismicity, Greenhouse Gases and Climate Change, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use and Planning, Mineral Resources, Noise, Population and Housing, Public Services and Recreation, Transportation, Utilities and Service Systems, and Wildfire. The Draft EIR for the proposed project will incorporate, by reference, applicable portions of the certified Dixon General Plan 2040 Draft EIR. No Initial Study will be prepared pursuant to Section 15063(a) of the CEQA Guidelines.

What Will Happen

This is an informational presentation to the City Council on the scope of what will be included in the upcoming General Plan amendment and provides an update on the process. No action on the project will be taken at this meeting.

This meeting will be physically open to the public. All persons attending must abide by all State rules and public health guidelines regarding masking and social distancing in the City Council chambers.
